BEARING IN MIND the United Nations General Assembly Special Session of 1998 and the Declaration on the Guiding Principles of Drug Demand Reduction (points 10 and 12) calling on Members States to act to offer early help and access to services to those in need and to integrate demand reduction efforts into broader social welfare and health promotion policies;

29. The Court's judgements firmly establish the application of the so-called "AETR" principle in aviation by which the Community acquires an external competence by reason of the exercise of its internal competence, "where the international commitments fall within the scope of the common rules", or "in any event within an area that is already covered by such rules".

28. OBSERVES that predictability of the potential invasiveness of species is generally difficult and ACKNOWLEDGES the need for adequate assessment of the real and potential threats to biodiversity and for the application of the Precautionary Principle, including adequate risk assessment procedures for intentional introductions and also appropriate measures for non-intentional introductions in order to prevent or mitigate their adverse effects on biodiversity; and STRESSES that the notion of Precaution has evolved since the Rio-declaration (Principle 15) and that the Precautionary Principle should be properly incorporated in th ...[+++]e Guiding Principles;

In this context they reaffirmed their attachment to the principles of the Rio Declaration and their commitment to continuing to work jointly to follow up effectively the priorities for action laid down by the Heads of State and of Government, welcoming in particular the work of the Bi-regional Follow-up Group.

Signing the transit declaration makes the principal responsible for the provisions of Article 24.
