In our view, this should also be at the heart of cohesion policy: helping Member States meet the convergence criteria, both before and after enlargement, without drawing a distinction between old and new.

To this end, and to have a harmonised level of monitoring in all Member States, it is necessary to set out in detail the criteria and technical procedures for carrying out administrative and on-the-spot checks in respect both of the eligibility criteria established for the aid schemes and the cross compliance obligations.
