5. Recalls the conclusions of the first meeting of the EU Council (Environment) with the environment ministers of the associated CEECs held on 5 October 1994 in Luxembourg. 6. Stresses the importance of the preaccession strategy, alongside the Association Agreements, as a framework in which the EU and associated Countries of Central and Eastern Europe will cooperate in the coming years, particularly in the field of the approximation of environmental law and practice.
