the rule of law, respect for human rights and fundamental freedoms, relevant legislation, both general and sectoral, including concerning public security, defence, national security and criminal law and the access of public authorities to personal data, as well as the implementation of such legislation, data protection rules, professional rules and security measures, including rules for the onward transfer of personal data to another third country or international organisation, which are complied with in that country or international organisation, case-law, as well as effective and enforceable data subject rights and effective administra ...[+++]tive and judicial redress for the data subjects whose personal data are transferred.

a.Building on the existing assessment of the impact of EU actions on fundamental rights, continue to improve the incorporation of HR in Commission impact assessments for proposals with external effect and likely significant impacts on HR; this should be done, as necessary, by developing further guidance on the analysis of HR impacts, strengthening the expertise and capacities for this type of analysis and ensuring robust consultations of relevant stakeholder groups exposed t ...[+++]o major HR risks.

Regrets, however, that in the Commission communications human rights mainly appear as part of a broader good governance conditionality, which seems to have only instrumental value for development; points out that a human rights-based approach to development cannot be limited to conditionality, and that an integrated understanding of human rights is needed, whereby equal attention is paid to civil, cultural, economic, political and ...[+++] social rights and development is understood in the first place as human development;

In drawing up its report the Commission will also take on board information provided by all stakeholders, including national authorities , such as Supreme Courts, independent national human rights bodies and the national authorities in charge of assessing the impact of domestic legislation on fundamental rights.

39. Calls on the Member States to implement rules establishing paid maternity/paternity leave following the birth of a child and to promote the use of the right to parental leave shared equitably between women and men; urges the Member States, to this end, to combat the economic, social and cultural prejudices associated with the right of parental leave for men; calls on the Commission to revise Council Directive 96/34/EC of 3 June 1996 on the framework agreement on parental leave concluded by UNICE, CEEP and the ETUC [6]; considers that parental leave, with a simultaneous guarantee of job retention, should be taken up by both fathers ...[+++] and mothers; advocates a system of incentives which will encourage partners to share parental leave, and recompense for the costs associated with bringing up children; calls on the Commission to consult both sides of industry on possible changes to the reforms concerning parental leave which were introduced in 1996, the purpose of which might be to extend the minimum period of three months to six;

(e) concerning human rights, the European Union shall encourage and support efforts by the Government of Rwanda to protect and promote the human rights of all Rwandans, including through assuring the independent and effective functioning of the National Human Rights Commission and by continuing to work with the Special Representative and the United Nations High Commissioner for Human Rights;
