International Symposium on Human Rights in Cambodia

Fifteen nations from all over the world will be collaborating to put men, equipment and technology in space to open new frontiers, but the hand off that occurs to make all of that possible is a Canadarm out of the shuttle storage container passing off to a Canadarm 2, which will be permanently based on that space lab and which will facilitate the construction, development, maintenance and operation of this incredible international project.

Emphasises in this regard the possibility of establishing permanent structured cooperation (PESCO) among Member States (Article 46(6) TEU), of entrusting CSDP instruments and military planning and conduct capabilities in particular to that group of Member States (Articles 42(5) and 44(1) TEU), and of establishing a start-up fund for preparatory activities for missions which are not charged to the Union budget (Article 41(3) TEU) and are not incorporated into the ATHENA mechanism; calls, therefore on the President of the European Council and the Vice-President / High Representative to establish the start-up fund; highlights in this c ...[+++]ontext the importance of mainstreaming CSDP matters into those EU policies which have a multifaceted impact on security and defence or contribute to CSDP, such as development and human rights, industrial research and innovation, internal market, international trade and space policies and others, in order to support those Member States which are engaged in further strengthening the CSDP;

Considers that GMES is also a European Union flagship programme playing a key role in earth observation; underlines the importance of GMES's contribution to achieving Europe 2020 objectives and to supporting growth and the green economy, as well as long-term investments in technology and infrastructure; reaffirms the importance of GMES as an essential tool in combating climate change and environmental degradation; notes that, through the acquisition and analysis of information at national, regional and global level, GMES will allow the extraction of precise and useful data for: atmospheric, marine and land monitoring, civil protec ...[+++]tion, risk prevention, early warning systems, emergency management and recovery operations following environmental, natural or man-made disasters, maritime and costal surveillance, agricultural development, water and soil management and regional planning, making use of innovative environmental assessment and reporting technology capable of combining spatial and in-situ data;
