Calls on the Commission to continue its efforts to offer citizens and businesses an integrated virtual package of information and help services, particularly by further developing the Your Europe portal as the single online gateway to all information and help; notes, however, the importance of direct human contact and in this regard suggests complementing these efforts with a single live point of contact for citizens and consumers via the Commission's representative offices in each Member State; takes the view that bringing liaison officers from SOLVIT, Your Europe Advice, the Enterprise Europe Network, European Consumer Centres an ...[+++]d the European Employment Service together within the representative offices would meet this aim, as well as resulting in better coordination and cohesion;

For that purpose, different mechanisms can be used as appropriate, including facilitating the competent judicial or police authorities to order such blocking, or supporting and stimulating Internet Service Providers on a voluntary basis to develop codes of conduct and guidelines for blocking access to such Internet pages.

Under the proposed measure, Belgacom would have to give access for competitors to its broadband network (using telephone lines) and the cable operators, Telenet, Brutélé, Numéricable, Tecteo and AIESH would have to give access for competitors to their cable networks.

Those guidelines shall specify details of third-party access services, details of the principles underlying capacity-allocation mechanisms and on the application of congestion-management procedures, as well as details on the definition of the technical information necessary for network users to gain effective access to the system and on transparency requirements.

On this basis, the Commission is asking the Twelve to obtain firm commitments from their national administrations to two main approaches : - the provision of geographical coverage such that 80 % of their customers can have access to the digital network; - the provision by 1993 of accesses to the network corresponding to a "critical mass" of 5 % of the number of main subscriber lines in 1983.

According to the Commission, the objectives of the second stage should be the following: - firstly, the abolition of exclusive rights regarding electricity generation and the building of electricity lines, in order to increase competition and open up the market to new operators; - secondly, putting into practice the concept of unbundling (separation of the management and accounting of production, transmission and distribution activities) in vertically-integrated companies, to guarantee transparent accounting with a view to fair and non-discriminatory competition; - thirdly, the introduction on a limited basis of a system of thi ...[+++]rd--party access to the network (TPA) whereby the transmission and distribution companies are obliged to offer access to their network to certain eligible entities (large industrial users, distribution companies subject to certain conditions) at reasonable rates, within the limits of available transmission and distribution capacity.
