4. Notes that integration is launched most effectively in local communities. and therefore calls for EU support for the creation of an integration network of local and regional authorities, involving all civil society bodies operating at grassroots level in accordance with the ‘bottom-up’ principle, and possibly following the examples set by the CLIP, ERLAIM, ROUTES, City2City und EUROCITIES projects; stresses that towns and cities have a major role to play in this respect and deserve particular support;

‘standard equipment’ means the basic configuration of a vehicle including all features that are fitted without giving rise to any further specifications on configuration or equipment level but equipped with all the features required under the regulatory acts mentioned in Annex IV or Annex XI to Directive 2007/46/EC;

any ancillary process linked to the contemporaneous installation of extrusion/texturisation capacity by the prospective beneficiary or by another company in the group to which it belongs and which, in the specific business activity concerned, is normally integrated with such capacity in terms of the machinery used.

(7) Recalling the presentation of the Communication of the Commission of 1 September 2005 on a common Agenda for Integration: framework for the integration of third country nationals in the EU, the Council Conclusions on a common agenda for integration of 1/2 December 2005 underline the need to strengthen the integration policies of the Member States and acknowledge the importance of defining a framework at European level for the integration of legally residing third country nationals in all aspects of society and in particular concrete measures for implementing the Common Basic Principles .

any ancillary process linked to the contemporaneous installation of extrusion/texturisation capacity by the prospective beneficiary or by another company in the group to which it belongs and which, in the specific business activity concerned, is normally integrated with such capacity in terms of the machinery used.

As the aid is not in direct support of the industrial processes of extrusion, texturisation or polymerisation or in direct support of any ancillary process linked to the contemporaneous installation of extrusion/texturisation capacity, as described in the code, the aid in question cannot be deemed to fall within the scope of the code (see recitals 55 and 56 below).
