4. Points out the added value of the Five Protocols to the ECHR in terms of enforcing and protecting certain rights and freedoms within and outside the scope of the Convention and conferring upon the European Court of Human Rights the competence to give advisory opinions; is of the opinion that, when the EU accedes to the ECHR, it should also accede to the Protocols to the Convention, as well as to the European Social Charter of 1961 and the revised Social Charter; notwithstanding Article 2 of Protocol No 8 to the Lisbon Treaty, ask ...[+++]s the Member States that have not yet done so to sign and ratify the various ECHR supplementary protocols as soon as possible, in view of their repeatedly voiced commitment to the values and principles underlying democracy and the rule of law in our Member States and the European Union;

16. Supports the Commission's proposal to incorporate international maritime working standards (ILO MLC of 2006) into European labour law, based on the European agreement between employers and trade unions in that sector; also supports the Commission's move on priority implementation of ILO conventions; underlines, however, that the ECJ ruling in the Rüffert case contradicts ILO Convention 94, which explicitly requires compliance with collective agreements in public procurement regulations; calls on the Council and the Commission to put ILO Convention 94 on the list for priority implementation;

17. Calls on the Member States to make the implementation of the Convention on the Rights of the Child, the ratification and implementation of key new treaties developed during the past decade which strengthen the protection of children's rights and the implementation of the commitments agreed during the 2001 Special Session a national and European priority, in the light of Article 24 of the Charter of Fundamental Rights;

There are two respects in which the powers of the European Court of Justice regarding the Europol Convention are important: first, the ECJ can provide individual legal protection in the event of legal proceedings between a citizen and Europol, and secondly, the ECJ could rule on disputes between the Member States regarding the interpretation or application of the Convention.

If, once the Convention has entered into force, any Member State wishes to adopt new rules on the choice of law for a particular category of contracts within the scope of the Convention, or become a party to an international convention in this field, it must inform the other signatories.
