In the revised Accession Partnership for Romania that was adopted by the Council on last 19 May, inter alia it should be underlined that the priorities and intermediate objectives include the stipulation that Romania should: 'Continue the reform of the public child care system in accordance with the National Strategy on the Protection of Children in Difficulty, by focussing on closure of old-style institutions, de-institutionalisation and prevention of institutionalisation through provision of alternative social services for families and children'.

Indeed, for about six months, in agreement also with the Ministry for Public Works and the National Agency for Environmental Protection, a travelling educational campaign, "CircOLIamo Giovani" circulated among discotheques and schools to spread the values of the environment and road safety.

In France, the national environment protection agency ADEME and the return system Eco-Emballages support research and development programmes to develop applications for the use of secondary materials.

146. Warmly commends the progress of the government and the National Agency for Child Protection for their fine work in partnership with the Commission on child health and development; notes with approval that newly-adopted strategies already offer replicable models for other countries; anticipates further positive outcomes as implementation of sound policies proceeds; urges the authorities to continue capacity-building at all levels of the administration; notes that an initial drafting of modern child welfare legislation is in hand; notes that the European Convention on Human Rights provides the proper framewor ...[+++]k and urges the Romanian Government to take the Court's judicial decisions fully into account with regard to the scale of the reforms needed and the support required for this, including the immediate resolution of the up to 80 outstanding Spanish cases; confirms Parliament's full support for the strongest measures against the rising tide of trafficking; insists that the Government take judicial measures, as Parliament urged in previous resolutions; welcomes the Government's good work on Roma inclusion and anticipates clear national policies for the disabled;

On these occasions the Council also notes, on behalf of the EU, the progress made by Romania. This progress has included the creation in November 1999 of a national agency for the protection of children’s rights and the preparation of a ‘government strategy for children's rights 2000-2003’. The principles involved mark a step in the right direction: removal of as many children as possible from institutions; further decentralisation via the transfer of control over orphanages to the provincial authorities; and measures to prevent abandonment.
