Is concerned that the work of the Agency, the 'pace-setter' for information security in Europe which is currently based in custom built premises in Crete, would be fragmented through a division of its headquarters between Athens and Heraklion, which would significantly increase the Agency's operational costs and contradict the principle of sound financial management by adding financial and administrative burdens, in a period when economies are required; points out that the construction of the Agency's brand new high-tech building in Heraklion, tailor-made to its operation ...[+++]al needs, was completed in 2011 with a cost of EUR 6 000 000, in line with the Agency's technical specifications; further believes that a cost-benefit analysis of the division of the Agency's headquarters and of the resulting parallel functioning in two cities should be undertaken by the competent institutions, such as the Court of Auditors or the Commission;

Calls on China to make concrete steps to grant freedom of expression, and to respect freedom of the press, both for Chinese and foreign journalists; is particularly concerned about the lack of implementation of the new regulation on international journalists active in China, and urges the Chinese authorities to immediately stop censoring and blocking - especially with the help of multinational companies - thousands of news and information websites based abroad; calls for the release of all journalists, Internet users and cyber-d ...[+++]issidents detained in China for exercising their right to information; reiterates its call on the Chinese authorities to establish a moratorium on executions during the Olympic Games in 2008, and to withdraw the list of 42 banned categories of people;

Calls on the Council and the Commission to ensure, through the EU-China Energy and Environment Programme and other channels, that collaboration on renewable energy/energy efficiency issues will be a priority for future EU-China co-operation, and to encourage China's development of sustainable technologies and industries, particularly to enable cooperation in developing new technologies that will make a sustainable future possible; calls on China, when building new coal-fired power stations, to use the latest, most efficient and m ...[+++]ost environmentally-friendly technologies, and as soon as possible to use so-called clean coal technologies in the construction of such power stations; further calls on China to improve safety standards in its coal mines; calls on the Commission to offer the cooperation of European mining technology companies; calls on China, in the event of the possible building of new nuclear power stations, to make use of European experience and safety technology and to cooperate closely with European manufacturers and authorities such as the International Atomic Energy Agency;

The Commission may entrust the Agency, in accordance with the Agency's work programme and budget, with the task of promoting innovations aimed at improving railway interoperability and safety, particularly the use of new information technologies and tracking and tracing systems.

(13) To understand better the challenges in the network and information security field, there is a need for the Agency to analyse current and emerging risks and for that purpose the Agency may collect appropriate information, in particular through questionnaires, without imposing new obligations on the private sector or the Member States to generate data.

The Council of the European Union, in its Resolution of 11-12 December 2006 on a Strategy for a Secure Information Society in Europe, reiterated the importance of these tasks by calling upon “ENISA to continue working in close cooperation with the Member States, the Commission and other relevant stakeholders, in order to fulfil those tasks and objectives that are defined in the Regulation of the Agency and to assist the Commission ...[+++]and the Member States in their effort to meet the requirements of network and information security, thus contributing to the implementation and further development of the new Strategy for a Secure Information Society in Europe as set out in this Resolution”. [11]Since its establishment, ENISA has carried out activities and produced deliverables as defined in the Work programmes for 2005 and 2006.[12]
