It may be difficult to do, but there has to be some attempt in working with the government there to communicate to the people that they should not believe these stories that they're coming to a land of milk and honey, and they should not pay outrageous amounts of money to get on some rusted-out old tug and go across the ocean, and if they do, they will in fact wind up being detained when they arrive in Canada.
