Recommends that the EU support international efforts to develop the highest possible safety standards, to be applied rigorously and developed in parallel with scientific progress and reflecting the legitimate concerns of citizens; highlights, in this context, the EU’s role in the Neighbourhood Policy as an instrument for cooperation on nuclear safety; urges the Member States and the Commission to take joint responsibility for strengthening international nuclear safety standards and their proper implementation, in close cooperation with the IAEA, the Espoo Convention secretariat and other relevant international organisations; invites the Commission to consider the IAEA post-Fukushima action plan and to submit an inclusive action plan ...[+++]with concrete arrangements for its implementation; urges the Commission and the Member States, in cooperation with the IAEA, to work constructively with countries that have failed to apply transparent nuclear safety stress tests, such as Belarus, Russia and Turkey, and to urge them to adhere to international safety standards and cooperate with international experts at all stages of the preparation, construction, operation and decommissioning of NPPs; believes, in that connection, that the EU must make full use of the expertise offered by international organisations and bodies;

Calls on the Commission and Member States to undertake an active interest and joint responsibility in strengthening international nuclear safety standards and their proper implementation in the third countries, in close cooperation with the International Atomic Energy Agency, Espoo and other relevant international organisations and conventions, including conducting their own stress tests; invites the Commission to present by June 2011 an inclusive action plan with concrete steps on how it will be achieved; urges the Commission, in cooperation with IAEA, to put constructive pressure on Belarus and Russia in seeking that they adhere to international safety standards ...[+++] and cooperate with international experts during all stages of the preparation, construction and operation of the nuclear power plants (Mr. Donskis);

(3) That Communication clearly states that safety may be effectively enhanced by ensuring that aircraft comply fully with the international safety standards contained in the Annexes to the Convention on International Civil Aviation, signed in Chicago on 7 December 1944 ("the Chicago Convention").

1. Where non-compliance with international safety standards is clearly hazardous to flight safety, measures should be taken by the aircraft operator to rectify the deficiencies before flight departure. If the competent authority performing the ramp inspection is not satisfied that corrective action will be carried out before the flight, it shall ground the aircraft until the hazard is removed and shall immediately inform the competent authorities of the operator concerned and of the State of registration of the aircraft.

1. In the cases of non-compliance with international safety standards which are clearly hazardous to safety, the competent authority performing the ramp inspection shall ground the aircraft until the hazard is removed.
