Energy efficiency improvements for heating and cooling in energy-intensive industries can be achieved in three main ways: (1) in-industrial process improvements, (2) inter-plant heat integration (and other energy and resource integration) between processes on-site to recover excess heat within their own sites, often through industrial symbiosis in industrial parks, and (3) transferring unused low temperature heat outside of the industrial site to nearby heat consumers, such as municipalities, through heat networks.

L. whereas this is especially true of energy transition, as base metals such as rare earths are at the heart of the new technologies needed for this to take place; whereas the EU is still very much dependent on imports of the metals needed to produce renewable energy generation equipment that offer real opportunities for the sector, namely to overcome possible difficulties in supply; whereas investments in renewable energy and energy efficiency are an important driver for investments in industrial products, including copper, aluminium and steel; whereas an ambitious European renewables and energy-savings policy could drive future base metal demand in Europe and, in particular, provide an opportunity to produce high value-added products; ...[+++] whereas there is a lack of corporate environmental responsibility and whereas certain industrial sites are in flagrant violation of European legislation and certain abandoned sites pose a threat to human health and the environment; whereas environmental standards and circular economy principles should be fundamental to development and innovation investments in the base metals industry sector in Europe; whereas the Commission’s Energy Roadmap 2050 finds that decarbonisation of the energy sector and a high renewables scenario is cheaper than a continuation of current policies, and that over time nuclear and fossil fuel energy prices will continue to rise, whereas the cost of renewables will decrease;

Notes that urgent attention must be paid to the open, illegal dumping of mixed and unidentified waste near the Ferandelle site, and calls for the enforcement of strict management controls; reminds the competent authorities that, in order to comply fully with the IED/IPPC Directive (Directive 2010/75/EU), they must establish strict controls on the handling of specific types of industrial waste, regardless of their origin; points out, further, that specially designated sites must be established which are consistent with the provisi ...[+++]ons of the relevant EU directives, thereby ensuring that an appropriate infrastructure for industrial, special and toxic waste is developed; requests an explanation for the failure to use the site planned for the reception of organic waste and calls for it to be put into operation, provided it fulfils the criteria laid down in the Waste Management Directive; calls for the monitoring of unlicensed, privately run landfills and appropriate action to ensure compliance with EU rules;
