The second proposal has four aims: - to exclude fig bananas from the arrangements; - to simplify the system for allocating import duties by basing the distribution of the volume of the tariff quota and its management on actual quantities imported in the past (instead of quantities marketed); - to make provision for adjusting the tariff quota in exceptional circumstances; - to provide, where necessary, for a temporary transfer of quantities between ACP States in the same geographical area.
La deuxième proposition vise quatre objectifs, à savoir: - exclure les bananes-figues du régime; - simplifier le système d'attribution des droits d'importations en fondant la répartition du volume du contingent tarifaire et sa gestion sur les quantités effectives importées par le passé (au lieu des quantités commercialisées); - prévoir un dispositif d'adaptation du contingent tarifaire en cas de circonstances exceptionnelles; - prévoir, en cas de besoin, un transfert temporaire de quantités entre Etats ACP appartenant à la même zone géographique.
