Ce projet de loi donne à la Commission canadienne du blé et donc aux producteurs de grain de l'Ouest qu'elle représente le pouvoir de maximiser le rendement sur le marché, avec l'appui, comme par le passé, du gouvernement du Canada, qui garantit les emprunts et le crédit, les versements initiaux et le rôle de vendeur unique. L'organisme sera donc en mesure de maximiser le rendement pour les producteurs, face à leurs concurrents sur le marché international.
