16. weist darauf hin, dass das Gemeinschaftsrecht nur Mindestregelungen in der Form von Richtlinien für strafrechtliche Sanktionen durch die Mitgliedstaaten vorsehen kann; ist der Meinung, dass es sich in bestimmten Fällen jedoch anbietet, die Tätigkeit der Mitgliedstaaten zu definieren, indem ausdrücklich beschrieben wird, a) welche Verhaltensweisen einen Straftatbestand darstellen sollten, und/oder b) welche Art von Sanktionen verhängt werden sollten, und/oder c) sonstige strafrechtliche mit dem betreffenden Bereich verbundene Maßnahmen;
