The purpose of this Communication is to summarise the approach taken in Auto-Oil II as well as the key results and conclusions, to report on progress with a number of related legislative proposals in the pipeline, and to make some suggestions concerning the way forward.

Is deeply concerned that the Chinese government is continuing its hardline policies against the Tibetan people, especially by rejecting the Dalai Lama’s ‘Middle Way Approach’ which seeks neither independence nor separation but a genuine autonomy within the framework of the Constitution of the PRC; calls for the Chinese government to re-enter into a dialogue with Tibetan representatives; protests against the marginalisation of Tibetan culture by the CPC, and urges the Chinese authorities to respect the freedoms of expression, association and religion of the Tibetan people; deplores the deterioration of the humanitarian situation in ...[+++] Tibet, which has led to an increase in self-immolation cases; notes with concern the recently passed criminalisation measures relating to self-immolation aimed at punishing those allegedly associated with self-immolators; deplores the forceful resettlement of over 2 million Tibetan nomads and herders since 2006 in the so-called ‘New Socialist Village’, as they are cut off from medical care, education and prosperity; is equally concerned at the ongoing transfer of Han Chinese populations into Tibet; expresses its concern regarding the cases of torture, disappearance and arbitrary detention and the denial of access to medical care for prisoners, including monk Tenzin Delek Rinpoche and 10 other prominent Tibetan prisoners; demands a detailed investigation of all death in prison cases; is deeply concerned at the degradation of Tibet’s environment; underlines that the Tibetan plateau is warming up fast, and that this may cause the melting of Tibet’s glaciers, many of which feed the largest rivers in Asia;

Calls for an ambitious and holistic policy approach - at European and national level alike - which looks at education, training, quality employment and self-employment and labour mobility initiatives, for all young people at all the various levels, in an integrated way; urges the Member States to engage in broad consultations with universities and other educational institutions, with a view to better adapting their education and training curricula to the needs of the labour market; in view of the forthcoming programming period 2014-2020, invites the Commission to make a comprehensive analysis of the EU programmes and the financial ...[+++]sources invested in education, training and tackling youth unemployment in the programming period 2007-2013, and to report on the matter to Parliament and the Council; stresses that youth unemployment is linked to low economic growth in most Member States; stresses therefore the urgent need to prioritise job-friendly forms of growth that will also benefit young people, and to address the structural barriers to young people’s entry into the labour market;

(27) With a view to enhancing performance across the whole aviation chain and implementing the 'gate-to-gate' approach, the suppliers of groundhandling services and self-handling airport users should report to the Commission about their performance.

Not later than .the Commission shall review the effectiveness of this Directive and of its implementing measures, in particular as regards the use of the New Approach, the democratic balance and transparency of commitology procedures, the effectiveness of conformity assessment and market surveillance mechanisms, the environmental performance of implementing measures, and any relevant self regulation stimulated, as well as the possibilities for developing measures within the scope of this Directive that promote "service design" (functional and system thinking) as compared to "product design", in particular in order to promote dematerialis ...[+++]ation and resource efficiency.
