Reaffirms its support for, and urges the Commission to proceed with, the establishment of the EU Arctic Information Centre as a networked undertaking with a permanent office in Rovaniemi, in the framework of the Preparatory Action on the Strategic Environmental Impact Assessment of Development in the Arctic, as supported by the Commission and the EEAS in their joint communication of 2012 and implemented by the Arctic Centre of the University of Lapland, together with a network of European centres of excellence on th ...[+++]e Arctic with the goal of achieving efficient access to Arctic information, dialogues at all levels, and communication in order to harness information and knowledge for sustainability in the Arctic;

congratulated the Centre on its close cooperation with the European Maritime Safety Agency, which is also based in Lisbon, in order to share buildings and make joint use of infrastructures and services, and noted that its move into its own premises was scheduled for the third quarter of 2009,

Notes that the existing EU Civil Protection Mechanism, as defined in Council Decision 2007/779/EC, is currently the appropriate instrument to deal with CBRN disasters, and stresses that this structure should be the forum where emergency decisions concerning CBRN disaster preparedness and response should be taken; notes, however, that in order to achieve this goal and to ensure proper prevention and detection, cooperation must be established with civil protection bodies, with the intelligence and law-enforcement authorities, as well as with security-service, military information and response centres ...[+++] in each of the Member States and at EU level, such as the Civilian Planning and Conduct Capability (CPCC) of the Political and Security Committee (PSC) and the Joint Situation Centre (SitCen); recalls, further, the role of the Standing Committee on Operational Cooperation on Internal Security (COSI), which is tasked with facilitating, promoting and strengthening operational cooperation among the relevant national authorities of the Member States in the field of internal security;
