considérant qu'il convient de compléter le règlement financier, du 21 décembre 1977, applicable au budget général des Communautés européennes (4), ci-après dénommé «règlement financier», afin de renforcer le rôle du contrôleur financier, d'une part, en lui assurant un accès complet aux documents ou informations établis sur support magnétique, et, d'autre part, en précisant mieux l'exigence du respect du «visa a priori»;
Whereas provisions should be added to the Financial Regulation of 21 December 1977 applicable to the general budget of the European Communities (4), hereinafter referred to as 'the Financial Regulation`, to enhance the role of the financial controller, on the one hand, by guaranteeing him full access to documents or data on magnetic media and, on the other hand, by specifying more explicitly the need to secure prior approval;
