Definition: Enduring personality change, present for at least two years, following exposure to catastrophic stress. The stress must be so extreme that it is not necessary to consider personal vulnerability in order to explain its profound effect on the personality. The disorder is characterized by a hostile or distrustful attitude toward the world, social withdrawal, feelings of emptiness or hopelessness, a chronic feeling of being on edge as if constantly threatened, and estrangement. Definition: Disorders of adult personality and behaviour that have developed in persons with no previous personality disorder following exposure to catastrophic or excessive prolonged stress, or following a severe psychiatric illness. These diagnoses should be made only when there is evidence of a definite and enduring change in a person's pattern of perceiving, relating to, or thinking about the environment and himself or herself. On the eve of an enlargement that will bring important changes in the industrial landscape of Europe and specific problems affecting industry in the new Member States, a review of this policy is timely, so as to ensure that the EU has the tools with which to respond to the needs of an enlarged Europe.

Member States shall define, at national and, where appropriate, regional level, on the basis of assessments backed up by scientific data, minimum standards for beneficiaries for good agricultural and environmental condition of land, on the basis of Annex II, taking into account the specific characteristics of the areas concerned, including soil and climatic condition, existing farming systems, land use and definition and modification of the landscape, also following serious natural disasters such as floods or fires, crop rotation, farming practices, and farm structures.

Emphasises that the further development of RES, and the building of all other energy generation facilities and infrastructure, entails landscape change in Europe; insists that this must not result in ecological damage, including in Natura 2000 sites and protected landscape areas; points out that public acceptance of RES infrastructure can be won through transparent and coordinated planning, as well as construction and licensing procedures with mandatory and timely public consultation, in which all stakeholders are involved from the outset, including at the local level; stresses that the participation of citizens and stakeholders, such ...[+++] as in cooperatives, can help to win public support as can communication about the potential benefits for local economies;
