3.1. By way of derogation from Articles 4 and 6, Member States may authorise seamen holding a seafarer's identity document issued in accordance with the Geneva Convention of 19 June 2003 (No 185), the London Convention of 9 April 1965 and the relevant national provisions, to enter into the territory of the Member States by going ashore to stay in the area of the port where their ships call or in the adjacent municipalities without presenting themselves at a border crossing-point, on condition that they appear on the crew list, which has previously been submitted for checking by the competent authorities, of the ship they belong to.

3.1. The European Commission outlined in its communication "A Community aviation policy towards its neighbours" the economic and political benefits of closer aviation relations between the European Union and its neighbouring countries.

There are three parts to the strategy: first, changes to the International Boundary Waters Treaty Act in order to give the federal government regulatory power over the bulk removal of boundary waters; second, a joint reference, with the United States and the IJC, to investigate the effects of consumption, diversion and removal of water, including for export purposes, in boundary waters; and third, a proposal to develop, in co-operation with the provinces and territories, a Canada-wide accord on bulk water removal so as to protect Canadian water basins (1820) On February 10, 1999, Canada and the United States appointed the IJC. On 5 February 2001, Bill C-6, an Act to amend the International Boundary Waters Treaty Act, was introduced in the House of Commons on behalf of the Minister of Foreign Affairs, the Hon. John Manley (1) The bill would provide for a clearer Act and more effective implementation of the 1909 Treaty relating to Boundary Waters and Questions arising along the Boundary between Canada and the United States (commonly referred to as the Boundary Waters Treaty) by: a) prohibiting the bulk removal of boundary waters from the water basins in which they are located; b) requiring persons to obtain licences from the Minister of Foreign Affairs for wate ...[+++]r-related projects in boundary or transboundary waters that would affect the natural level or flow of waters on the United States side of the border; and c) providing clear sanctions and penalties for violation.

The priority "Development of communications and regional as well as inter- regional cooperation" continues the major efforts that this department has been making with the aid of the Community to facilitate its communication links with Europe and also with neighbouring countries and other countries bordering the Indian ocean.
