Where the customs authorities of a Member State request the cooperation of the competent authorities of an OCTs to carry out a verification of the validity of statements on origin, the originating status of products, or of both, it shall, where appropriate, indicate on its request the reasons why it has reasonable doubts on the validity of the statement on origin or the originating status of the products.

Therefore, under this procedure, on top of paying the applicable royalty rate pursuant to the existing regime formula, generic manufacturers would still be required, following receipt of the licence, to establish a website disclosing the name of the product, the name of the country to which it is to be exported and providing the distinguishing features of the product, its label, its packaging, all to preclude its re-exportation.

Total accumulation, on the other hand, is based on "accumulation of working"; the originating status of the goods is determined with reference to a package of working or processing operations carried out in the area formed by the countries involved; for this purpose, the processing carried out in country A is treated as having been carried out in country B if the non-originating product obtained in A is then reprocessed in B; this type of accumulation, or some variant of it, is found in preferential arrangements with the African, Caribbean and Pacific (ACP) states, OCT, Maghreb and EEA (in the latter, the European Economic Area is tre ...[+++]ated as one territory in which products may acquire EEA originating status through total accumulation.

The customs authorities of the exporting country may authorize any exporter who makes frequent shipments of products under the trade co-operation provisions of ANNEX V to make out invoice declarations irrespective of the value of the products concerned. An exporter seeking such authorization must offer to the satisfaction of the customs authorities all guarantees necessary to verify the originating status of the products as well as the fulfillment of the other requirements of this Protocol.
