This licence is issued to holders of a French interpreter-guide or lecturer-guide diploma (reflecting at least three years' post-secondary education for the purposes of Directive 89/48) or a French regional interpreter-guide diploma (reflecting two years' post-secondary education for the purposes of Directive 92/51).

(3) The general system Directives permit the host Member State to require, subject to certain conditions, the applicant to take compensation steps, notably where substantial differences exist between the theoretical and/or practical education and training undergone and that covered by the qualification required in the host Member State; under Articles 39 and 43 of the Treaty, as interpreted by the Court of Justice of the European Communities(6), the host Member State must assess whether professional experience is sufficient in order to prove possession of the knowledge which is lacking; in the interests of clarity and legal certainty f ...[+++]or individuals wishing to practise their profession in another Member State, it is desirable to incorporate into the general system Directives the requirement that the host Member State has to examine whether the professional experience gained by the applicant since obtaining his qualification(s) covers the subjects referred to above.

Under these Articles of the Treaty, as interpreted by the case law of the Court, Member States are obliged to examine the diplomas and other professional qualifications of a migrant from another country of the European Union and compare them with national training requirements.

However, the Commission does intend to examine the possibility of proposing certain limited amendments to Directive 89/48 before the 1999 review, such as: * adding an obligation on Member States to take into consideration a migrant's post-diploma experience * adding the concept of "regulated education and training" so that migrants from Member States that do not regulate the profession in question do not have to demonstrate two years' professional experience * developing the role of the coordinators' group to secure a more uniform interpretation and application of the Directive.

Six student interpreters, all holding full university degrees, were selected for their general proficiency and their ability to meet the demands of the job of interpreter.
