124. The right of a port authority, the Minister or a person who has entered into an agreement under subsection 80(5) to detain a ship or seize goods under this Act is exercisable whether or not title to or possession of the ship or goods is, at the time of the exercise of the right, in the same person as the person who held the title or possession at the time when, in the opinion of the port authority, the Minister or the person, the amount owing first became due and payable.

It is very disturbing to know that there are two parties in the House, and I am not trying to make this a partisan issue but I am pointing something out, that tonight, despite the encouragement of our Prime Minister, two parties in the House that call themselves democratic, and one even uses the word in its title, are not allowing their members to vote freely on this because in the opinion of the leader, unsubstantiated by a Supreme Court ruling, there shall be no freedom to vote on something as crucially important as this particular ...[+++]opinion.
