Simply stated, in the absence of viable alternative markets, the costs to Canada of curtailed U.S. energy exports are so high as to make the threats of policy-induced reductions in export flows not credible.

The significant increase in EU sugar imports from the Western Balkans – they rose from virtually zero in 1999 to over 270 000 tonnes in 2003 - raises questions about the economic sustainability of such trade flows. In order to provide a sustainable framework for the sugar sector of the Western Balkans that is consistent with their long-term orientation towards the EU, the Commission today proposes the introduction of tariff rate quotas at levels that preserve export flows to the EU and an economically sustainable balance between their production and consumption.

Export controls need to protect legitimate trade from the risks associated with illicit transactions at a time when trade flows are becoming more complex and vulnerable, as a more rapid and dematerialized global trade emerges from the multiplication of cross-border flows of goods, investment, services, know-how and people associated with international production networks.

In fact, 50 per cent of our total exports, 75 per cent of our manufactured exports, flow out of that international investment.
