Previously, where a balance remained in a pool account for six years or more, the CWB could adjust its accounts by paying its expenses of distribution, transferring the remainder to a separate account, and distributing it to those who were entitled to receive payments in respect of that grain (section 39 of the Canadian Wheat Board Act).
