I believe that the figure of Foreign Affairs Minister, double-hatted, that is to say, appointed by the European Council but Vice-President of the European Commission, has prospered in the end because, for the intergovernmentalists, this is a way to get their hands on the Commission’s money and staff and, for the more Communitarianists, this is a way to have a say in the Union’s foreign policy.
Je pense que si l’idée d’un ministre des affaires étrangères portant une double casquette, c’est-à-dire nommé par le Conseil européen mais vice-président de la Commission européenne, l’a finalement emporté, c’est parce que, pour les intergouvernementalistes, c’est un moyen de mettre la main sur l’argent et le personnel de la Commission et, pour les plus communautaristes, c’est un moyen d’avoir leur mot à dire dans la politique étrangère de l’Union.
