(13) The need for a European dimension in higher education was identified in the Bologna Declaration, signed by 29 European Ministers for Education on 19 June 1999, together with the importance of developing an e-learning dimension in this context.

Through school partnerships and staff training, it seeks to contribute to enhancing the quality and reinforcing the European dimension of school education, to promoting and teaching of languages and to promoting the intercultural dimension.

Issues such as these have a clear and intrinsic European dimension, and there is much to be gained by examining them from a global perspective, taking into account the historical dimension as well as the cultural heritage.
